PURPOSE: A monitoring image management system and the method using an IP network are provided to backup and store readily a monitoring image offered from inspection photographic means and to make a search and a monitoring possible by utilizing an IPTV net using the IP network. CONSTITUTION: A monitoring image creating method (A1-An) is respectively arranged in a plurality of regions in which a monitoring of peripheral status is necessary. The monitoring image creating method applies a protocol according to an IPTV broadcast mode through an IP(Internet Protocol) network, and transmits the monitoring image taking a photograph of the adjoining region. An IP STB (Set-Top Box)(22) indicates the monitoring image in a monitor, searches the monitoring image saved in the management center device, and displays a desired image in the monitor. A management center system backup and stores the monitoring image transmitted from the monitoring image creating method in the storage unit.
