PROBLEM TO BE SOLVED: To provide a method of manufacturing a perpendicular magnetic recording medium having high coercive force, achieving a narrow track width and having a satisfactory SNR. SOLUTION: In the method of manufacturing the perpendicular magnetic recording medium including a magnetic recording layer of a granular structure having a non-magnetic grain boundary part between columnar magnetic grains on a non-magnetic substrate and an underlayer disposed under the magnetic recording layer and controlling orientation of the magnetic grains of the magnetic recording layer, the underlayer is film-deposited by reactive sputtering performed by mixing a reactive gas in a carrier gas.
