PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor having a solid electrolyte made of a conductive polymer composition enabling further reduction in ESR. SOLUTION: The solid electrolytic capacitor includes a dielectric oxide film formed on a surface-extended tabular valve metal serving as a positive electrode, a first conductive polymer layer formed on the oxide film by chemical polymerization, and a second conductive polymer layer formed on the first conductive polymer layer by impregnating or coating the first conductive polymer layer with a conductive polymer composition diffusion liquid containing ethylene glycol of 5 to 80% and polyethylene glycol of 0.05 to 0.4% and drying the diffusion liquid.
