<p><P>PROBLEM TO BE SOLVED: To prevent the occurrence of erroneous detection and non-detection of a passenger boarding-alighting in/from a car of an elevator. <P>SOLUTION: An image analyzer 102 determines whether or not the temperature in the car 201 of the elevator is kept at the constant temperature by receiving and analyzing a heat image from a heat image photographing device 101. A control device 103 generates air-conditioning control information for commanding to adjust the temperature in the car 201 when determining that the temperature in the car 201 is not kept at the constant temperature by the image analyzer 102. An air conditioner 104 adjusts air in the car 201 according to this air-conditioning control information.
