<P>PROBLEM TO BE SOLVED: To solve the problem that there is no device for modifying fuel oil, which is capable of efficiently improving fuel efficiency of the fuel oil at low cost as well as being capable of supporting an existing equipment. Ž<P>SOLUTION: The fuel oil is sent from an existing fuel tank to a tank juxtaposed to the existing tank within the device and is sent with a circulation pump to a cast-iron container filled with small spheres made of titanium dioxide with a feature of an electromagnetically responding photocatalyst which makes up an oxygen deficiency tilting structure. Then, the small spheres made of titanium dioxide collide with one another and the catalytic influence of titanium dioxide which reacts to the electromagnetic wave generated at the collision causes the fuel oil to be active (excitation, ionization and dissociation), thus modifying the fuel oil into one whose combustion efficiency is enhanced.
