<P>PROBLEM TO BE SOLVED: To manufacture a wiring member to prevent wires arranged at high density from being electrically connected to each other. Ž<P>SOLUTION: In order to manufacture a COF, first wires 53b are formed on the upper surface of a base material 51 by printing or the like, and recessed parts 51a are subsequently formed by removing upper surfaces of parts between the wires 53b on the base material 51. Then, a material 57a formed of oxide or nitride is formed on the upper surface of the base material 51 by deposition or the like to cover the wires 53b and the recessed parts 51a, and sidewalls 57 are subsequently formed by removing parts of the material 57a excluding parts adjacent to the wires 53b by etching.
