<P>PROBLEM TO BE SOLVED: To provide a circuit and method which minimize a cost and time for initialization, avoid a pulse width from determining a time constant, and also detect not only a pulse but also a pulse width. Ž<P>SOLUTION: A high threshold generator is arranged so as to increase a high threshold value when an output signal subjected to low-pass filtering is smaller than the high threshold value and to decrease the high threshold value when the output signal subjected to low-pass filtering is larger than the high threshold value. A low threshold generator is arranged so as to increase a low threshold value when the output signal subjected to low-pass filtering is smaller than a low threshold value and to decrease the low threshold value when the output signal subjected to low-pass filtering is larger than the low threshold value.
