<P>PROBLEM TO BE SOLVED: To solve such a problem that, when surplus bubbles remain on an coating member, the surplus bubbles are fixed and the unevenness of coating occurs in such a case that bubbles are coated. <P>SOLUTION: A treatment liquid is formed into the bubbles 210 and supplied to an coating roller 232 and film thicknesses of the bubbles 210 on the coating roller 232 are made uniform by a stirring roller 233 and a bubble film thickness regulating roller 234. After that, the bubbles 210 are coated to paper 100 conveyed between the coating roller 232 and a pressure roller 235 and after the coating, the surplus bubbles 211 remaining on the coating roller 232 are scraped and removed by a cleaning member 236.
