<P>PROBLEM TO BE SOLVED: To observe a condition even when a carrier sense time is changed in a radio transmission device in which an accumulated time of transmitting radio wave per a predetermined time is limited to the condition according to the carrier sense time. Ž<P>SOLUTION: The invention relates to the radio transmission device transmitting radio wave to a radio reception device. The radio transmission device has a means clocking an accumulated time when the radio transmission device performs radio wave transmission from a present time until a predetermined time, a means registering a radio wave transmission condition concerning a corresponding maximum transmission time per carrier sense time, and a means controlling the radio wave transmission by the radio transmission device so as to satisfy the radio wave transmission condition registered by using at least the accumulated time under clocking when a carrier sense time in the radio transmission device is changed from a first carrier sense time to a second carrier sense time.
