<P>PROBLEM TO BE SOLVED: To provide a primer composition which enables sufficiently high adhesion between a substrate and a coating film and retains a high adhesion, even when exposed to loads such as high-temperature steam, a primer layer made of the primer composition, and a coated object obtained using the primer layer. Ž<P>SOLUTION: The primer composition contains a polyarylketone resin and a titanium organic compound, provided that the amount of titanium contained in the titanium organic compound is 4-19 wt.% based on the total weight of titanium contained in the titanium organic compound and the polyarylketone resin.
