<P>PROBLEM TO BE SOLVED: To provide a rinse-free hair treatment agent applicable to both wet hair and dry hair, which finishes the hair so that it has moisture, softness, good settling properties and facilitates hair blow. Ž<P>SOLUTION: The hair treatment agent includes (1) 0.01-2.0 wt.% of a cationic surfactant, (2) 0.01-2.0 wt.% of a nonionic surfactant, (3) 0.01-7.0 wt.% of an oil agent, and (4) 0.0001-2.0 wt.% of a copolymer of a monomer containing a phosphoryl choline group and a (meth)acryloyl group, and a quaternary nitrogen-containing (meth)acrylate ester monomer.
