PROBLEM TO BE SOLVED: To enable a handle to be smoothly operated when being released by providing it along a handgrip and weakening the repulsive force of a spring member of an engaging element for fixing a pipe. SOLUTION: Small holes 4 and 4' on the side of an upper stage pipe 3a and small holes 4 and 4' on the side of a lower stage pipe 3b are formed on the left and right of the wall of the upper stage pipe 3a and the lower stage pipe 3b respectively. A pair each of engaging elements 5, 5', 6 and 6', two pieces of which are to simultaneously advance to the left and right small holes 4 and 4', are positioned. A spring member 7 which abuts on one end to the rear parts of the respective engaging elements 5, 5', 6 and 6', two of which are paired, and urges them oppositely from the inner side of the upper stage pipe 3a and the lower stage pipe 3b to the outer side respectively is provided on the inner side of the upper stage pipe 3a and the lower stage pipe 3b. A release member which is engaged with and detached from the spring member to reduce a spring is provided.
