<P>PROBLEM TO BE SOLVED: To provide an economical running control device and method for cancelling the setting of economical running control when disaster occurs, to quickly cope with evacuating action. Ž<P>SOLUTION: The economical running control device 1 is mounted on a vehicle. It sets economical running control to stop an engine when fulfilling predetermined stopping conditions and to restart the engine when fulfilling predetermined starting conditions during stopping the engine. It comprises a disaster detecting means 15 for detecting that disaster occurs around environment where the vehicle is located.
