The sleeve element with a shoulder (24) protrudes out from the device at a front side. The central application element with an application section (28) protrudes out over the shoulder from the sleeve element. A form-stable hard actuator (32) is provided for attachment at the shoulder of the sleeve element. The central application element is made of a synthetic resin-bound and capillary fiber material. The sleeve element is made of a synthetic resin-bound fiber material.
