<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus achieving further promoted power saving obtained by changing a frame frequency in accordance with reduction in backlight luminance or the luminance of a backlight. <P>SOLUTION: When no-operation for a fixed period is detected in moving image drawing processing, a luminance control part 5 performs fine light control for setting the luminance of a display 11 to a fine light level, and when no-operation for the fixed period is not detected and user operation is detected, performs full light control for setting the luminance of the display 11 to a full light level. When a luminance control state of the luminance control part 5 is a full light state, a moving image processing means 8 performs decoding processing in a normal frame rate, and when the luminance control state of the luminance control part 5 is a fine light state, performs the decoding processing at a low frame rate.
