PROBLEM TO BE SOLVED: To detect a state of connecting an output voltage detection terminal for detecting a voltage to be generated at the output of a transformer, and to prevent a high voltage exceeding a predetermined voltage from being generated at the output. SOLUTION: An output voltage detection terminal T4 is provided on the winding of the secondary side of a transformer 41 of a flyback boost circuit; prior to the start of charging, current is supplied to the secondary side of the transformer via the output voltage detection terminal; a voltage to be generated at the output voltage detection terminal is detected and an unwired state is detected by determining whether or not there is terminal floating of the output voltage detection terminal; and the deterioration of a load element is prevented by preventing the output voltage from exceeding the predetermined voltage.
