PROBLEM TO BE SOLVED: To provide a zoom lens which is compact and has high image quality, while being inexpensively manufacturable, and to provide an optical apparatus and a manufacturing method. SOLUTION: The zoom lens includes a first lens group G1 having a negative refractive power; a second lens group G2, having a positive refractive power; and a third lens group G3 having a positive refractive power, all being arranged on an optical axis, in the order starting from the object side, and the first lens group G1 consists of a single negative spherical lens and a single positive spherical lens separated apart by an air gap. The conditional expression: 0.50<(DG1+DG2+DG3)/fw<1.75 is satisfied, where DG1-DG3 are thicknesses of the first to third lens groups G1-G3 on the optical axis, and fw is the focal length of the entire lens system, over a wide angle end state.
