PROBLEM TO BE SOLVED: To provide a software management system and a software management method capable of preventing unauthorized use of the software even when a communication network is not connected. SOLUTION: The software management system includes: a license management device which has expiration date information indicating an expiration date as a key code and issues a software use key in response to the license of the software; and an electronic appliance equipped with a software use decision means which determines the input expiration data of the software use key, does not make the software available when the software use key is after the expiration data, and makes the software available when the software use key is before the expiration date. When the license management device recognizes that the software is not used by the electronic appliance and that the expiration data of the software use key expires, it allows a new software use key to be issued.
