PROBLEM TO BE SOLVED: To provide a polyester resin having excellent flame retardance and good solubility in organic solvents, and a low content of low-molecular oligomers. SOLUTION: The polyester resin is a copolyester constituted of a polybasic acid component and a polyhydric alcohol, and the polybasic acid component includes 10-50 mol% organophosphorus compound represented by formula (I), 10-80 mol% terephthalic acid, 0-50 mol% isophthalic acid, and 0-40 mol% adipic acid and the polyhydric alcohol component includes 10-80 mol% 1,9-nonanediol and 20-90 mol% glycol, and the content of an oligomer component having a molecular weight of less than 1,000 is less than 2.0 mass%.
