PROBLEM TO BE SOLVED: To provide an image carrier protecting agent for achieving a sufficient protecting effect of the image carrier surface, prevention of filming to an image carrier, and prevention of contamination of a charging member. SOLUTION: The protection layer forming apparatus 2 arranged facedly to a photoreceptor drum 1 mainly comprises the image carrier protecting agent 21, a protecting agent supply member 22, a pressing force applying mechanism 23, a protection layer forming mechanism 24, and the like. A cleaner 4 is disposed on the downstream side of a transfer apparatus in the rotation direction of the photoreceptor drum 1 and on the upstream side of the protection layer forming apparatus 2. The image carrier protecting agent 21 contains hydrophobic organic compound (A), inorganic lubricant (B), and inorganic fine particles (C) whose average particle diameter of primary particles satisfies (expression 1) 0.05μm≤average particle diameter≤5μm.
