PROBLEM TO BE SOLVED: To provide a light-emitting device capable of satisfactorily sensing light emitted by an organic EL element, a method of manufacturing the light-emitting device, and an image forming apparatus. SOLUTION: A display panel 21 includes a pixel substrate 41, an organic EL element 30 formed on the pixel substrate 41, and an optical sensor TFT 35. In order to receive light totally reflected at the interface between the pixel substrate 41 and the atmosphere, the optical sensor TFT 35 is provided apart from the organic EL element 30 so that a formula L≥2*t<SB>g</SB>*tanθ<SB>c</SB>is satisfied underθ<SB>c</SB>=arcsin (n<SB>0</SB>/n<SB>g</SB>). In the formulas, n<SB>g</SB>is a refractive index of the substrate, n<SB>0</SB>is a refractive index of a material in contact with the other surface of the substrate, and t<SB>g</SB>is the thickness of the substrate.
