<P>PROBLEM TO BE SOLVED: To provide a low equivalent weight ionomer having a combination of very high ionic conductivity while maintaining a comparatively low hydration. <P>SOLUTION: In one embodiment, there is provided the ionomer having (1) a low equivalent weight, below 950, preferably 625-850, and most preferably about 700-about 800, and (2) a high conductivity, (greater than 0.15 S/cm), and a method for forming the ionomer. The ionomer having (1) a low equivalent weight, below 950, preferably 625-850, and most preferably between about 700-about 800, and (2) an acceptably low hydration, (less than about 75 wt.%) is provided in an alternative embodiment. These ionomers are adapted to be processed into thin films that have acceptable physical stability.
