<P>PROBLEM TO BE SOLVED: To provide a cooling control device and a cooling control method capable of optimizing a cooling water stop time for each operator, in an engine which stops the circulation of cooling water in the engine during warmup operation. Ž<P>SOLUTION: A starting time in which an internal combustion engine is started and a vehicle is started is learned and stored in a storage part. Based on the starting time stored in the storage part, a stop time in which a cooling mechanism stops the circulation of the cooling water for the next starting of the internal combustion engine to stop the operation of the cooling mechanism until a determined stop time is elapsed.
