Provided are an information collecting device for effectively collecting information from information resources on a network; an information collecting method and program; and a search engine for searching information resources as search targets where information has been collected.  An inventive information collecting device (20) comprises an extracting unit (34) that acquires data from information resources via a network to extract link destination addresses from the data; a calculating unit (34) that, while referring to a collection rule describing a set of addresses appropriate as collection targets for each link destination address, calculates scores that reflect the distances from the set of link destination information resources designated by the link destination addresses; and a determining unit (30) that determines, from the scores calculated for the link destination information resources, whether to include the link destination information resources into the collection targets.  The inventive information collecting device (20) thus collects information from information resources on the network.
