PURPOSE: A roll-shaped vinyl packing paper manufacturing method and a vinyl wrapper are provided to prevent a vinyl wrapper from being stuck to a heating wire body by supplying coolant using a heating wire cooling part so as to quickly cool the heating wire body. CONSTITUTION: A roll-shaped vinyl wrapper manufacturing method comprises following steps. A vinyl wrapper wound in a vinyl wrapper mounting unit(100) is unwound by a vinyl transfer part(200). Thermal pressing lines are formed at fixed intervals on the vinyl wrapper as the vinyl wrapper passes between a thermal pressing roller(300) and a thermal pressing and sawtooth edge support roller(500). The vinyl wrapper Saw tooth groove lines are formed at fixed intervals as the vinyl wrapper passes between a sawtooth edge mounting roller(400) and a thermal pressing and a sawtooth edge support roller.
