Disclosed is a device for scanning electronic cards, which allows money charges or recharges to be carried out, the device being useful in public transport and characterised in that it is a small device handled by a person, who does not require a substantial training to operate the same. The invention is useful for charging or recharging virtual money, the card being inserted into the device, which is able to read only one card at the time; the device has two screens, one for the person asking the recharge service and the other for the operator, which may be connected to the main service by means of the INTERNET, GPRS, ETHERNET or conventional telephone line, and is able to store the amount charged or recharged in the cards inserted in the device along the day, also allowing a printer or computer to be connected for saving the information.
