When encoding moving images using an encoding scheme in which a termination process is performed, controlling so that a picture to be encoded after a picture whose encoding has been forcibly terminated does not refer to the picture whose encoding has been forcibly terminated. By so doing, encoding using a reference picture with low correlation is suppressed and encoding efficiency can be improved. |
