<P>PROBLEM TO BE SOLVED: To provide a document management server for improving efficiency in using and managing a policy to efficiently manage documents. <P>SOLUTION: The document management server 1 managing electronic documents in an organization having a predetermined department by managing a policy prescribing use of the electronic documents and setting policy IDs to the electronic documents includes: an organization management information section 11 for providing a user with a GUI for managing the policy; an organization management information DB updating section 12 for managing one or more corresponding policies in association with each other for each layer of a group defined as an organization or a department and for each predetermined group; and a communication section 13. An organization management information DB 2 stores organization management information including information managed by the organization management information DB updating section 12 for showing the relationship between the policy and the group, and contents prescribed in the policy.
