<P>PROBLEM TO BE SOLVED: To provide an image providing system, image providing apparatus, computer program and image providing method, in which a message to a specific user can be embedded in an image that is widely browsed by general users. <P>SOLUTION: An additional information determination section 132 determines whether or not in a browsing requested image additional information corresponding to the image is present or not. If it is determined by the additional information determination section 132 that the additional information is present, an attribute information determination section 133 determines whether or not there is a prescribed relationship between attribute information of a user, who has requested browsing, and attribute information of a user permitted to browse the additional information determined as being present.
