PROBLEM TO BE SOLVED: To support an operation by simply constructed images. SOLUTION: A forward-looking camera 80 is installed at the front of the body of a vehicle 1, and a roof camera 81 is installed on the roof thereof at the highest position of the body. An operation support ECU 84 supports the operation utilizing the forward images captured by the forward-looking camera 80. A navigation device 85 comprises a memory for taking in the images of the forward scenery and so forth captured by the forward-looking camera 80, and is used for detecting traffic congestion. The images taken in the navigation device are transmitted, by radio, from the navigation device 85 to a road traffic control center near a place where the vehicle 1 is present for broad-based support of operation.
