PROBLEM TO BE SOLVED: To provide an ion generating device and an air cleaning device capable of efficiently incorporating ions generated by an ion generating unit into air sucked by a blower, reducing a difference between the amount of ions generated by the ion generating units and the amount of ions in a room, and increasing the amount of ions in the room. SOLUTION: The ion generating device includes: a housing comprising a suction port and a discharge port; an impeller 21; and a casing 22 housing the impeller 21. The ion generating device is provided with: a blower 2 housed in the housing; a filter through which air sucked in from the suction port by the blower 2 passes; and two ion generating units for generating positive ions and negative ions. The ion generating units are disposed on an arc-shaped guide wall 22a of the casing 22. The positive ions and negative ions generated by the ion generating units are efficiently contained in the air flowing in a laminar state along the arc-shaped guide wall 22a.
