PROBLEM TO BE SOLVED: To distinguish which of a plurality of batteries contained in a battery container is worn out. SOLUTION: A CPU 111 confirms a residue per cell unit of batteries contained in a battery container 27. The CPU 111 specifies kinds based on an electromotive force E and the internal resistance r of the batteries contained in the battery container 27, determines whether the battery with the identified kind is worn out based on wear-out characteristics of the battery, and notifies a liquid crystal display 112 of the diagnostic information of the battery determined to be worn out.
