<P>PROBLEM TO BE SOLVED: To improve sputtering resistance of a protective layer of a PDP (plasma display panel) and to suppress the degradation of discharge characteristics of the PDP due to an aging effect. Ž<P>SOLUTION: Row electrode pairs (X, Y) are formed on the inner surface side of a front glass substrate 1 of the PDP and coated with a dielectric layer 2 formed of an amorphous dielectric material. Single crystal particles of a flaky oxide or nitride are spread on the inner surface of the dielectric layer 2 to form a nano-sheet layer 3, and a thin-film protective layer 4 formed of an alkaline-earth metal oxide is formed on the nano-sheet layer 3.
