<P>PROBLEM TO BE SOLVED: To stably and excellently clean a surface of a belt by suppressing wear of a tip of a cleaning blade provided in a cleaning mechanism for cleaning the surface of the belt and turn-up of the blade as much as possible and appropriately controlling an adhesive amount of an object to be removed in an object to be cleaned by the cleaning blade. Ž<P>SOLUTION: A belt cleaning device includes a primary cleaning part, the cleaning blade and a waste developer supply part. The primary cleaning part is arranged to be opposed to the belt so as to remove developer adhering to the belt. The waste developer supply part can be switched between a supply state in which the developer scraped off from a roller member of the primary cleaning part by the tip of the cleaning blade is supplied to the roller member, and a supply stop state in which the supply is stopped.
