PURPOSE: A manufacturing method of phase difference film and a manufacturing facility thereof are provided to prevent the change of the retardation before and after the wet heat endurance test by executing steam contact treatment in a polymer film in which the stretching treatment is executed. CONSTITUTION: A polymer film(3) is stretched. The optical property of the polymer film is controlled by the stretching. A steam(400) is touched with the polymer film which continuously passes the stretching step. The temperature of the polymer film while touching with the steam ranges from 100°C to 150°C. A dry vapor(402) is touched with the polymer film passing the contact step with the steam. The temperature of the polymer film while touching with a dry vapor ranges from 120°C to 130°C.
