PROBLEM TO BE SOLVED: To enhance the security level without spoiling user's operability when the communication parameters are set automatically.

SOLUTION: A communication device constituting a network operates as a provision apparatus which provides the communication parameters to a receiver receiving provision of the communication parameters. In this regard, a decision is made whether an encryption key included in the communication parameters is generated randomly or not based on the participation state of the communication device to the network.
