<P>PROBLEM TO BE SOLVED: To provide an engine rotation control device reducing further waste fuel consumption in comparison with the past. Ž<P>SOLUTION: The control device for controlling the rotation of the engine 50 of a work machine provided with a hydraulic actuator 76 includes: a means 22 for setting rotational speed during operation, setting the rotational speed during the operation as the rotational speed of the engine 50 when performing the operation using the hydraulic actuator 76; an energy-saving mode setting means 28 setting rotational speed during non-operation including zero lower than the rotational speed during the operation, that is, target rotational speed during the non-operation; and a target rotational speed setting means 24 setting the target rotational speed by selecting one of the rotational speed during the operation and the rotational speed during the non-operation set by the energy-saving mode setting means 28.
