<P>PROBLEM TO BE SOLVED: To eliminate a torque difference in re-acceleration even when vacuum is generated in deceleration. Ž<P>SOLUTION: This control device for an internal combustion engine includes an intake valve lift/operating angle variable mechanism 11 simultaneously and continuously increasing/reducing the lift and operating angle of an intake valve 1, a brake stroke sensor 14 detecting a brake pedal stroke rate, and a vehicle speed sensor 15 detecting the speed of a vehicle. When a brake pedal is stepped on and the vehicle is decelerated, the valve closing timing of an intake valve 1 is delayed and a throttle opening is reduced according as the brake pedal stroke rate is increased so that intake air volume becomes constant. Thereby, since vacuum on the downstream side of the throttle valve 18 is changed according to the brake pedal stroke rate, it is possible to relax the torque difference when performing re-acceleration from a brake off state.
