PROBLEM TO BE SOLVED: To prevent cleaning failure and image quality deterioration by an aggregation substance of a toner and an external additive fixed on a photoreceptor. SOLUTION: A cleaning pre-treatment means having a polishing layer which touches the photoreceptor by a belly touch while its front edge is spaced from the photoreceptor, is disposed on the upstream of a cleaning means.
