<P>PROBLEM TO BE SOLVED: To facilitate color matching of a printed image. Ž<P>SOLUTION: In a color correction part 43, a color-corrected image is acquired by applying color correction to an original image 70 in accordance with a printed image formed by a printer plotting dots of a plurality of sizes. In a half-tone processing part 45, a half-tone image is generated by comparing images of each color component of the color-corrected image with a plurality of threshold matrixes corresponding to the plurality of sizes of the dots. In creating a printed matter, input of upper-limit concentration for each color component of the printed image is received. In a threshold matrix generation part 44, the maximum value of the concentration expressed by the images of each color component of the half-tone image in accordance with the upper-limit concentration is determined, and a plurality of threshold matrixes used in the half-tone processing part 45 are generated in accordance with the maximum value. Thereby, even when color shift occurs in the printer, (easy) color matching of the printed image is achieved by changing the upper-limit concentration of each color component.
