PURPOSE: A light emitting panel and a light emitting device using thereof are provided to implement uniform plane light on a substrate by selectively mounting an emitting device at a auxiliary wirings. CONSTITUTION: A light-emitting panel(1000) comprises a substrate(100), a pair of main wirings(200a,200b), a plurality of sub wirings(300), a light emitting element group(400), and a pair of connectors(500). A pair of main wirings is included on the substrate. A plurality of sub wirings comprise an electrode pad. A plurality of emitting devices is mounted in the electrode pad. The light emitting element group is mounted in the electrode pad of the selected sub wiring. A pair of connectors is included in both ends of the main wiring.
