A ceramide dispersion containing: (1) ceramide-containing particles having a volume average particle diameter of not less than 1 nm but not more than 100 nm, which contain a ceramide and are dispersed as oil phase components in a water phase; (2) a fatty acid component composed of at least one of a fatty acid having 12-20 carbon atoms and a fatty acid salt; and (3) a polyhydric alcohol in an amount of not less than 5 but not more than 20 times the total mass of the ceramide. The ceramide dispersion contains a surfactant other than the fatty acid component in an amount of 0 or not more than 0.1 times the total mass of the ceramide, and has a pH of not less than 6 but not more than 8.
