PROBLEM TO BE SOLVED: To provide a modulation method capable of suppressing deterioration in throughput when SN ratio of a transmission path is deteriorated: and to provide a transmitter: an OFDM modulation method: and an OFDM transmitter.

SOLUTION: The modulation method includes a spread process for spreading and modulating only a header 102(102-1 to 102-11) by a spread code in generating a communication signal 100 of a frame structure having a PLCP preamble portion 101, a header portion 102 after the PLCP preamble portion 101 and a data portion 103 after the header portion 102.
