<p><P>PROBLEM TO BE SOLVED: To relatively speedily display a moving picture suitable for display on a cellular phone. <P>SOLUTION: When there is a request of a moving picture M1, in the moving picture M1, a leading portion 20 is converted in which a data amount becomes smaller than a data amount displayable on a cellular phone that has issued the request after conversion. The leading portion 20 is transmitted to the cellular phone, and a subsequent portion 21 is converted that can be converted within a time for browsing by a user of the cellular phone. If there is a request of the subsequent portion 21 after browsing of the leading section 20, since the subsequent portion 21 is completely converted when the subsequent portion 21 is requested, the subsequent portion can be immediately transmitted to the cellular phone.
