<P>PROBLEM TO BE SOLVED: To provide a method for stably dissolving or dispersing a sparingly water-soluble component without causing deposition or precipitation and a water-based cosmetic composition including the solubilized sparingly water-soluble component. Ž<P>SOLUTION: The sparingly water-soluble component is stably dissolved or dispersed without causing deposition or precipitation by adding 0.005-2 wt.% hydroxylated lecithin to the cosmetic composition.
