PROBLEM TO BE SOLVED: To provide a car navigation system and the like, capable of guiding a route easy to travel. SOLUTION: A traffic information delivery device 20 creates a link travel time of each road link based on the traveling track of a probe car 1, determines the passage difficulty of each road link, and creates and delivers traffic information including the created link travel time and the determined passage difficulty to an on-vehicle device 10. The on-vehicle device 10 searches and guides a route from a current position to a destination based on the link travel time and the passage difficulty of each road link included in the traffic information delivered from the delivery device 20.
