<P>PROBLEM TO BE SOLVED: To provide a high pressure discharge lamp which suppresses an effect to lamp efficiency and light distribution characteristics to a minimum even if a phosphorescent member is used, is easy to be manufactured and can suppress manufacturing cost, and a lighting apparatus. Ž<P>SOLUTION: The high pressure discharge lamp 11 is provided with an arc tube IT which has a pair of electrodes arranged in both ends of a translucent airtight container 1 and an ionizing medium, an outer tube OT, a connecting support S which is electrically connected to the pair of electrodes of the arc tube IT and supports the arc tube IT, a stem member 5 which seals the connecting support S and is installed at the end of the outer tube OT so as to be led out to the outside of the outer tube OT, and a phosphorescent member L which is installed on the surface of the stem member 5. In the high pressure discharge lamp 11, phosphorescence emitted from the phosphorescent member L is optically emitted into the arc tube IT, and electrons are discharged by a photoelectric effect from the inner face and the electrodes of the translucent airtight container 1, and these electrons act as initial electrons to cause discharging in the arc tube IT, and thereby, the high pressure discharge lamp 11 is easily started and lighted.
