PROBLEM TO BE SOLVED: To provide a subscription guide system of fee-based broadcast, capable of reducing operation cost of a broadcaster and improving usability of a user.

SOLUTION: The subscription guide system includes a transmitter side device 100, a receiver side device 200 and a portal server 600 connected to the receiver side device 200 via an IP network 400. The transmitter side device 100 causes an SI editing function 103 to embed the information of subscription guide including the information of presence or absence of CA substitution service, and the information of transition destination channel and the information of transition to the portal server 600 into a media stream of the fee-based digital broadcast, and transmit the information. The receiver side device 200 causes an SI processing function 203 to extract the information of transition to the portal server 600 which is embedded in the received media stream, and transmits the information of transition to the portal server 600 to a browser 210 for browsing the portal server 600 and activate the browser 210.
