<p><P>PROBLEM TO BE SOLVED: To easily prevent an apparatus from being brought into an abnormal state. <P>SOLUTION: A rate adjusting section 41 receives from an error correcting section 34 a transport stream TS and a start flag indicative of the beginning of each of TS packets in the TS, adjusts a rate of the TS to a fixed rate, and outputs the adjusted TS that is the TS after the rate adjustment and the start flag indicative of the beginning of each of the packets in the adjusted TS. A packet interval adjusting section 42 monitors a packet interval that is a start interval between the TS packets in the adjusted TS on the basis of the start flag output from the rate adjusting section 41. An output control section 43 executes output control of outputting the TS packets in the adjusted TS to a decoder 22 if the TS packet interval is a normal interval and restricting the outputting of the TS packets in the adjusted TS to the decoder 22 if the packet interval is an abnormal interval.
