PROBLEM TO BE SOLVED: To provide a developer holder that ensures satisfactory image density and also suppresses development ghost over a long period of time, to provide a manufacturing method for the developer holder, and a developing device that has the developer holder, and to provide an image forming apparatus that has the developing device and forms a high quality image. SOLUTION: The developer holder has a surface layer made of metal on a hollow cylindrical substrate; and the surface layer has a sea-island structure that includes a sea portion made of a first metal and an island portion made of a second metal different from the first metal; and there are provided the developing device having the developer holder, the image forming apparatus having the developing device, and the manufacturing method for the developer holder.
